Most tsunamis are caused when earthquakes generated in a subduction zone which is an area where an oceanic plate is being forced down into the mantle by tectonic plates. The friction between the plate is enormous and the plates become stuck. The International Tsunami Warning System monitors ocean waves after any Pacific earthquake with a magnitude greater than 6.5. If waves are detected, warnings are issued to local authorities who can order the evacuation of low-lying areas if necessary.
Tsunamis are caused by earthquake waves traveling out like ripels in the water. Once you know a tsumami will hit your area you can only evacuate the area to prepare for a tsunami.
